OOT is the most critically acclaimed game of all time according to the 2008 guiness book of world records. Maybe Skyrim or TLOU passed it, but comparing an rpg to an action/adventure game is not a good comparison imho, it's easier to add content to an rpg than an action/adventure game. I never played Xenogears, and I couldn't get myself to finish FF VII, I just didn't enjoy it as much as the other final fantasy games. So I can't really compare it, but rpg's typically have hundreds of hours of gameplay and a better story than action/adventure games so it's no surprise that someone would consider an rpg winning against OOT in those 2 categories. Either way, in order for xenogears to be considered a better game than OOT it would have to be considered as revolutionary to rpg games, as OOT was to action/adventure games.
And btw, I consider Majoras Mask a step up from OOT in every possible way.
