Yes they can they already did it on many launch titles, just requires you to have the PS3 disk in the PS4 to play the digital copy. The System is already in place and they could use it again.

I thought people are referring to this, and they needed digital codes for it.

No it's true. PS3 games do read in the PS4 drive for this fucntion. Injsutice Gods amoung us did it.
