Do you know how much time and effort it takes to "remaster" a game? Eventhough they are not starting out from scratch it takes a lot of money to port a game like TLOU. We are talking about porting a game from one console to another console with a totally different architecture. Take Final fantasy X for instance. It took them nearly two years just to remaster that game and this game is not as demanding as TLOU. Upgrade program is great but not necessary. For those who already bought the game for the PS3 can either dish out another $50 to buy the game again for the PS4 or they can wait until the game goes into the bargain bin and buy it. Those are the consumer options and non of those options are mandatory.
TLOU was maybe the best game of last generation, Naughty Dog and Sony knows that. They also know that many Xbox fans became a PS4 fan and have not experience this game. So this is a great oppurtunity for those.
