But the 2 year European ban means he is pointless for bigger clubs to buy and pointless for Liverpool to have.

Can they just do a general 2 year club ban, does it have to be solely for European clubs?

Not european clubs, I mean banned from playing in European competition, so Champions League basically. It's all well and good having such a player in your arsenal but if he can never play in the all important Champions League then sometimes it's just not worth it. His supposed 100 million euro valuation and high wages just aren't justified.
