The best way to punish the player is make him worthless to both Liverpool or potential buyers, a 1 year International ban plus a 2 year European ban, FA can limit it to like 10 games.
But the 2 year European ban means he is pointless for bigger clubs to buy and pointless for Liverpool to have.
