So the effort for the PS4 assets was already made prior to the PS3 version being released. But if it has better models, textures etc as well as a better resolution and frame rate. It's still been made with PS4 in mind, which makes it more than a straight forward upscale/HD port.
All this scenario would suggest was, Sony intended to push for the double dip all along. Maybe that's a shitty strategy like on disc DLC... But it doesn't mean the effort didn't go in, in the first place, it just makes me glad I didn't buy TLoU on PS3 last year with a new generation looming so close (same for GTAV in the 3rd party world). :)
