Yuzo Koshiro! Another of my favourites! Well, except for Streets of Rage 3 - I really don't know what went wrong there. But otherwise, he made some of the best music for the time.

In fact, I love those 16-bit chiptunes in general. It's always impressed me how they were able to synthesize such catchy music with what was, in retrospect, extremely weak hardware. Here are some more of my old favourites...
