I'm not sure about Watchdogs, but Destiny wanted the 360 and PS3 versions to give the same experience as the X1 and PS4. 

It's Activision, they will do anything for sales, and that was one thing. I doubt the public expected this with Ubisoft because The Division was pushed as a next-gen game from the start and this will kill sales on PS4/XB1.
