No. EA rushes the development time of games, which affects gameplay (more important and a much bigger issue), steamlines the gameplay and simplifies it so they can meet their sales quotas. Ubisoft is bringing parity to the performance of PC and Current gen versions of the game. There is a big difference. One is a trivial issue and the other is not.

Parity = gimped. It's them not bothering to optimize the game for PC.
You can see that in Watch Dogs. They didn't bother optimizing the game at all, causing the mess that it is on the PC, and then some hackers discovered the old E3 graphics still present in the game files, and it turns out that the game runs even better in some cases with those turned on.
So yeah, "parity" is just bullshit for gimping. If devs decided that a PS4 game that's running at 1080p/60fps should be downgraded to 720p/30fps because that's what the Xbone runs it at, how would you feel? That's parity.

Ubisoft admitted that consoles were the lead platform for Assassins Creed and Watchdogs. They've stated that Far Cry is where PC is the lead. In conclusion this means they are pushing the consoles early on to match with ultra PC settings. They might not get that opportunity twice with the speed at which graphics cards are getting pumped out. Watchdogs gimped the PC version, not Far Cry.

Look, when the difference between a PC on ultra and a PS4 is the almost like the difference between a PS4 and PS3 in many cases, how does a game NOT do better on PC? Parity is nonexistent. PC will always be stronger, and if it is the lead platform, it should be even stronger. The fact that the consoles look the same means that either
1. They lied about the PC being the lead platform, or
2. The PC version is gimped.
It's the way things work. A PC with the latest i5/i7 Haswell CPU and an Nvidea Titan GPU or Radeon 290x GPU destroys the consoles in graphical power, and newer games on ultra should be optimised for those higher level graphics cards. Ubisoft apparently isn't bothering with that.
