It should be noted that budget was before they put an extra 50+ people onto the development team and delayed it a few months. It's probably a lot higher now.

Perhaps. Not sure how much CDRP is paying their people, but Poland's average wage is around 1/4 of US, and from what I've seen from salary reports, this translates to software developers too.
