Iraq war or not, there are some who've always intended on recreating an expansive Islamic Caliphate in that region. Whether the US does or doesn't go back to War, this is going to be something Iraq/Syria and the surrounding countries are going to have to do something about, eventually, or borders will disappear and a new oppressive sharia regime will take over.
I'm not entirely sure the US going back is going to do anything, unless the surrounding countries are 100% onboard, and involved. This will take a concerted effort by Arab Nations (with or without exterior support), to put an end to. Otherwise, it'll just be sold as US versus Islam again.
