Most likely it's the lots they use during the group stage draws. Instead of a coin toss, it's a two ball toss

Man I know the odds of it ever happening are ridiculously small, but I want a to see a WC group where EVERY match ends 0-0...just for fun...I want to see how the FIFA reacts
