I think the USA would advance because they won against Ghana. But sometimes FIFA rules are different from UEFA rules.

In the scenario Osed125 put, that ruling won't apply, since both teams will end with the exact same numbers of goals scored as well. The rankings ruling will go into the addendum criteria (http://www.conmebol.com/en/content/tie-breaker-rules-group-stage-2014-world-cup-brazil):

Rules

As explained in one of the official documents released by FIFA, the ranking of each of the four teams seeded in a total of eight groups are determined as follows:

  1.  Greatest number of points obtained in all group matches;
  2.  Goal difference in all group matches;
  3.  Greatest number of goals scored in all group matches.

However, if two or more teams are to be equal on the basis of all of these three criteria, the rankings will be based as follows:

  1. Greatest number of points obtained in the group matches between the teams concerned;
  2. Goal difference resulting from the group matches between the teams concerned;
  3. Greater number of goals scored in all group matches between the teams concerned;
  4. Drawing of lots by the FIFA Organising Committee.
