they sure as hell did. They shouldnt have been cheap and taken the risk with Respawn. the wanted to be money hatted so dev cost and marketing cost wouldnt be on them, and they could profit from what ever sales they may get. TF proved to be a very good seller, but it would have been an amazing seller had it released on playstation. now they hurt the long term sales of their game just so they wouldnt take a risk.
