In order to get a reasonable number of retail exclusives, Microsoft and Nintendo paid third parties to develop other games.  Sony decided against it so from launch until 2015 there's a whole six retail exclusives on the console.  You know how many games were either Nintendo developed or Nintendo purchased exclusives from launch until 2014?  19.  Just over three times as many games in a little over a year than Sony.  The exact same time frame.  Not only did Nintendo either develop or fund 19 Wii U games in that time, they also supported the 3DS, unlike Sony's pathetic Vita support.

Nintendo is struggling to get people interested in the console and no one wants it.  Sony clearly doesn't give a shit about their customers because the PS4 is selling good.  Customers don't need new games.  Let them buy a new PS4 to play nothing but cross gen bullshit and Infamous.  If that wasn't enough, let those same customers who own a Vita buy the exact same games but with unplayable framerates on the Vita.  Who the fuck needs exclusives?  We're Sony.  They're paying for the brand, not for games.  We'll eventually get games out, once we kill any sort of lead we would have had or finish killing off our portable.

The problem with producing a massive amount of console exclusives in a short time is that it will interfere with game releases from other major AAA producers and developers.
They too invest a lot of time and money in their projects and want to be sure they don't have to battle with high qualtity platform exclusives (besides the usual competition ) for the consumers money when they finaly release their games.

Why would you bother about exclusives when the major 3rd party developers are releasing great IPs soon enough ?
Look at Destiny; although it's a multiplatfrom, the way Sony supports it with their white bundle and exlusive content will be very appreceated by Activision, Bungie and the gamers.

In the meantime there will be more than enough great multiplatform games from 2nd and 3rd party developers and indies for gamers to enjoy.
The big exclusives will evenutally come to the PS4, but for Sony it's also very important that other producers will gain the biggest rewards from Sonys platforms.

That's part of Sony's marketing and branding strategics; to get the biggest producers and best developers on board of the PS flagship so gamers get the best and most varied games available when they choose for the PS platforms.
