They have made working prototypes they just haven't been small enough or viaable enough to make it to the market. HVD was the closest i guess.

HVD has gone mysteriously quiet, 3.9tb discs with 1 Gb/s transfer rate.
And there are already new techniques http://gizmodo.com/researchers-have-found-a-way-to-cram-1-000-terabytes-on-531549229 with it's own problems.

Meanwhile you can get 1TB flash drives, although it will cost you $900

Easier to put out a very expensive flash drive, than a very expensive disc that requires an even more expensive reader and writer.
The HVD discs were supposed to start at $100-120 for 3.9tb, but the reader/writer would be a 10k investment.
