I appears Sony wanted to fully stock inventory in the US/UK, before the rest of Europe. This makes sense, since that is were the XBox One is selling the best.
Sales are more likely to be lost in the US. In other countries, if you cannot find a PS4, you are more likely to just delay the purchase until you can find one.
