You are incorrect on most counts. First, as an example you use a fictional TV show. That is not reflective of real life.
Second, restaurants and bars that have TVs on public display are subject to fees payable to licensing agencies (such as MPAA, RIAA or any similar depending on a country).
Dressing up as a character is not illegal, but it would be subject to licensing if those characters got together, performed a show and charged entrance fees.
