if I were to guess, I would say the damage code is already done, or very far into the development phase. The way the head guy said damage will be coming "very very soon", sounds to me like more of a legal issues then a technical one.
I would bet that that once all the manufacturers are on board, it will be a download.
As for graphical updates, I would like to see weather effects added to GT5. Not sure if that's strictly considered graphical improvements though.
