Maybe because as Khan pointed out, the bussiness is too profitable for Japan to close it.

I think they exempted it because with fake images their is no child at the other end being exploited in ways to which they can't possibly give consent.

But I doubt real-life child pornography grants Japan as much money as videogames, mangas and anime depicting it. Remember, just a few weeks ago, owning real-life child pornography in Japan was legal. There's no reason not to exempt something just because it isn't real.

But their is no child being exploited on the other end like a drawn or computer generated image.

I certainly don't like these images or the fact that other people like them but that's no reason to ban them.
