You might want to read more of the entire quote to see it in its true context...

"A lot of developers this generation are going for a higher resolution compared to 60fps which makes sense since it will allow them to add more post effects and do more on the screen at any given moment. In fact one of Sony’s own programmers prefers higher resolution than frame rate. Expect this norm to continue this generation."

All it's saying is that if having to choose one over other, higher resolution trumps 60 fps.  It doesn't mean every game developed will be subject to this hard and fast choice.  All it means that it you wanted to add more particle effects and/or increase the texture resolution and in order to do so will require to run a game at 30 fps instead of 60 fps, then so be it as long as the framerate isn't unplayable.

And I'm saying that that is utter bull shit. There is literally no occasion in a video game where higher resolution is more important then how a game runs. It's  marketing bullshit that covers up the fact that the number 1080 sells more than 60. Games that run at less than 60 fps without pushing the medium foward with something ground breaking deserve to be scored down in reviews. It's what pisses me off about the Wind Waker remake. They could have used the opportunity to remake Wind Waker and make it run like butter at a still beautiful 720p, and instead opted to make the game run like molassis to sell 1080p like a street whore. 30fps is unacceptable. No particles and "effects" are worth sacrificing performance. This is game, not a movie. The play is the most important part. You want the game to look good? Hire better artists. 30fps is unplayable. It's like playing in vasiline.
