Really depends who finshes first and second in Group A. The #1 of Group A (Brazil, Mexico, Cameroon, Croatia) will play the #2 of Group B (Spain, the Netherlands, Chili, Australia) and the #2 of Group A will play Group B's #1. So if Brazil finishes 2nd, you obviously want to avoid them so you also wanna finish second. If Brazil finishes #1 in their group, you also obviously wanna finish #1 to avoid them which would lead to an intense match between the Netherlands and Chili.
