The legit reason is because they are also shitty on PS3/360, but people accept thats how games are gonna be on 8 year old hardware.
If you want there to be a big difference between the games, there has to be a big difference between the hardware... which there isnt.

There is a big difference between PS3/360 and the Wii U. About 165Gflops extra difference with the recently learned knowledge of the Wii U's RAM and class A power supply (highly efficient). Many games fail to take advantage of that and when ported from the 360 mind you, they could optimize the game a bit more but instead they choose the quick port route and move on.

according to that, every PS4 and X1 game should be doing over 60fps, but thats not how it works. Just because on paper its twice as better, it doesnt mean it will look or perform twice as better.
The wii U should perform closer to the PS360 than the PS4/X1, and it does. Theres no issue here.
"they could optimize the game a bit more" - yeah but they could do that on every platform. Optimisation is an endless task, it just depends how far they want to go, but even if the wii U version had more time spent on optimisation, it wouldnt be worth it since it wouldnt sell as much as the inferior PS3/360 versions anyway.
