Sony's western studios don't put their A teams on Vita or handhelds.  That is what I'm talking about.  The exception being MM.  MM did a great job Sony just sabotaged their game sending it out with no advertising to die alongside PS4/X1 launch.  

Just because a game is on handhelds I'll expect 2/3rds the effort from now on.  Gotcha :P

Maybe it's just me but I don't check to see if the "A Team" made a game before I decide if it's good or not.  As for expecting the same budget as a PS3 or PS4 game, are you kidding?  Vita games cost $20 less a copy and they're not going to sell as many units.  Of course the budget is relative to that.

Sony isn't going to make more big western games because A) those games don't sell well in Japan and B) they will do nothing to help the Vita in North America.  North America isn't going to buy the Vita no matter what.  If excellent games like Killzone or Tearaway didn't make a difference then probably nothing will.  That's the reality.

Personally, as long as they keep delivering the big games from Japan, I will be content.

Also, kind of a pet peeve, but I keep seeing people blaming SCEA.  SCEA doesn't make games.
