Okay, let me rephrase.  Why would the new model be that big of a motivator?  

People like new hardware I guess. Hell I already have a Vita and was seriously consider picking up the 2000 model. Also because Vita 1000 stock was very low the past 2 months people who would have bought a Vita with or without Borderlands 2 just waited until the new model was out.
