Remember Capcom is a Japanese company so only another Japanese company can buy or merge with them.

Pardon my ignorance of Japanese law but is that actually a law in Japan or is it more or less an accurate stereotype?

No law it's just really difficult and expensive that's why there are so many Japanese company's in the auto and consumer electronics industry's while in every other country they merged till only a few remained.

First all employee's have the right to say no to being transferred to a new employer who must then make sure the employee has a new job before they stop paying them.

Second you can't get rid of any employee's of a Japanese company you buy you have to keep them.

Third all Japanese company's have 'Work Rules' that must be kept by the company buying if the buying company wishes to change these rules and the employee's don't like the changes they can stop the sale.
