No. Lampard's uncounted goal vs Germany was worse especially because it was during elimination. That's the whole reason why FIFA implemented goal-line tech to begin with.

Yet it wasn't in discussion (according to Blatter) until Ukraine had that goal line clearence at the Euros 2 years ago, England involved again yet this time it was them getting the good result (ignoring that it wasn't a goal and the player was offside when the ball was played. :P)
