It is disc locked content actually. With SSB, the AI and customization data is stored on the Amiibo, but all the content for that comes on the game disc.
The Amiibo working on multiple games is further proof of it. You buy an Amiibo when SSB comes out. You use that same Amiibo on a game that comes out a year, maybe two years later. Obviously the data for the game can't already be on the Amiibo. Whatever the game uses the Amiibo for, it downloads that data to the Amiibo. That means that the content is already on the disc and only with the Amiibo are you able to use that content. Hence, disc locked content.

Actually a character model with colour data including material archetype names and a skeleton could be made, with some rough collision detector guidelines, and then maybe a small 'bio' of sorts that states a rough genre of the character, and a personality class (serious, humourous, wierd, manly, girly, mystic).
Then you just need a small 'read in' section on the disk, which could be blended with the games natural code to avoid space-wasting. Then any game could extrapolate whatever it needed from a very simple, and I'd imagine easy to assemble piece of code stereotyping the character. Bam! Lovely bonus for owner's who have their favorite character - I could imagine easily tweaked variations of the same basic instructiosns working for skeleton controls fitting both Links and Kirby into Mario Kart 8.

You bolded the second section but conveniently forgot to bold right before that. The part where I point out that you'll use that same Amiibo on games that release a year or two later, games that if they're in development, they probably don't know what they're going to use the Amiibo for yet and haven't added that information.

I didn't highlight the next part because my argument explained why the statement it depended on was wrong. Its the same as you saying: "A functional car can be made out of cream. I can use my engineering and food-sciences degrees to make a car our of cream." - If I highlight and disprove the claim that a functional car can be made out of cream then I don't need to highlight your second argument, it dies with the first one.
We have no reason to believe (at present) that anything other than Smash Bros will use their capacity for growth, and even IF they do (massive if) it can also be represented by generic 'pseudo-personality values' that could easily be interpreted by the host game. All a game needs to do is be able to read in the toy's info, making it more akin to a Gameboy's link-cable being used to trade Pokemon between versions than to DLC.
BUT we're both making wild guess until Nintendo explains more or hackers get their hands on things.
