The situation was different on 360, as when it came out the framework and tools for making HD level games wasn't in place for most devs.

PS3 improved much more from 2007-present than 360 did.

I think they both improved the same, its just sony has better devs, but games like gears of war 3 and halo 4 were pretty close to sony best looking games. i think third part's suffered from the ps3 hard to program hardware.
