Define "Doomed."  It's gonna sell ~20 million and will make them a modest profit  (Unless Vita TV really takes off in the US).  It's nowhere near ideal, but I wouldn't really call it a failure considering how much the market has shrunk.  

 

The 3DS is gonna sell 60m when the DS sold ~160m.  Is the 3DS a failure?

Some would say yes to your question any way you care to frame it. Your kinda lowballing the 3DS's ltd sales aren't you a little? 60m? come on its going to hit at least 75-80 million.

That's the high end of the spectrum.  60-80m LTD for sure.  It's only at 43 lol, so I could easily see it tail off and stop at 60m.
