It's not exactly a good sign if this game benefited the most from the free game promotion. What it means is that it was the prefered choice, but that's most likely because people already owned at least two of the other three games. This in turn means that Pikmin 3 wasn't a game that people wanted to spend good money on, so making a sequel isn't justified from a financial perspective.

You're viewing it from the wrong perspective.

The original Pikmin sold about 1.6 million copies. Even if you assume all of the NPC copies sold to people who hadn't played a Pikmin game on GC, it gets to about 2.25 million. If Pikmin 3 gets into the hands of a lot of people who hadn't played a Pikmin before, it could awaken an interest in the game.

So the question isn't "does this prove there's already a demand for the game", it's "does this boost demand for the franchise".
