Not only that but it's completely unproven anyway.

there are a million other factors than fps and resolution that go into a game looking/performing well.  Hell GT5 ran at 1080p 60fps on Ps3.  The best barometer is a multiplat as far as these raw numbers go.  A developer makes those games with all those variables and extras being equal then adjusts the resolution as far as the machine can handle and of course the framerate will be more stable on a better machine.  So when we see multiplats of the same game running higher resolution and more stabily on PS4 we know that things are different.  Driveclub could have more lighting to deal with or more dynamic weather or textures or draw distance.  Hell even shadows can make a big difference in FPS (trust me Diablo 3 wouldn't run right until I took them away).
