Maybe it's because other developers aren't Naughty Dog?
It's not easy optimizing a game and using all available tricks to squeeze out the last bit of performance. Most studios aren't able to do so.

The fact that most multiplats look and run better on PS4 should actually answer your question that nobody is gimping anything.

Complete parity will make the playstation fans angry and will lead to boycotts.

A huge graphics gap will make Xbone owners angry and will lead t oboycotts.

The only way to win is to make the game with a marginal graphics edge on the PS4. Microsoft and its fans must leave the gaming industry for the benefit of all.

No to both since we already hat that.

The gap is about 50% between X1 and PS4. That sounds much but 720p to 1080p would be a 100% increase as would be 30 to 60 fps. So you won't ever see giant gaps. If there is parity that means both games are at peak 1080p60. If both are 1080p30 then PS4 will likely have the more stable framerate but it was not powerful enough to reach 60.

Going from 30 to 60 fps demands 100% more performance, but doubling the pixel count won't demand such an increase because pixels are only used in some stages when rendering, so it could actually allow something like that with only 50% more raw power. Despite that, the gap is currently exaggerated simply because the X1 SDK doesn't look as mature as the PS4 one yet.

That is compensated by the manhours spent coding for the Xbone compared to the PS4 version.

That is why Xbone owners shouldn't expect to see any graphics jump. A decrease in working hours spent on coding for Xbone will only lead to programmers being fired.
