Exactly, the key here is Sony is making sure Apple TV, Google TV, Amazon Fire HD tv HAS SOME DIRECT COMP.

It is about which OS for the living room gaming will be the prime OS for developers to build games for for the livingroom.. just like microsoft has done for the PC sony is going for the same point of entry being "PLAYSTATION AS A PLATFORM" to be the #1 platform to make games for the living room, the "Playstation TV is much more than just the PSVita with a name change, its the core idea to shift developers to look at playstation as the "go to platform to build games for" the more rooms you can put that game from devedlopers in at the lowest cost in price the more incentive they have.

Playstation TV is a direct challenge to media topset boxes that are like Priced in the $100.00 mark that turns a TV into a smart TV sony just wants that TV to be a "Playstation TV" EVEN IF ITS NOT A sONY MADE TV! lol
