Wasn't it available for preorder as "Halo (2014)"?
Perhaps some people believed it would be Halo 5, but when MS confirmed it was the collection, they canceled their preorders.
It's the only plausible explanation I can find.
That, or preorder numbers aren't reliable and you shouldn't be paying too much attention to them.
