Not expending money isn't the case. Gran Turismo 5 and Heavy Rain are on the list of the most expensive videogames ever made.

Gran Turismo is a special case. It's their biggest franchise and a guarenteed seller. It's also the main reason I didn't mention the PS1 on my earlier post. 

Heavy Rain is not on that list.

 

Yes, it is. Just check it here: http://en.wikipedia.org/wiki/List_of_most_expensive_video_games_to_develop. DC Universe Online is on the list too. God of War III and Beyond Two Souls costed 40M each and almost entered the list too.
