There's a number of reasons, the PS4 is a better buy at the price, Watch Dogs was marketed and bundled exclusively for the PS4, Microsoft has been trying to extricate itself from a mountain of bad PR since the reveal, and the PS4 has opened a pretty good lead on the One. Add it all up, and more people are going to buy where there friends are, where the games perform better, and in this case, where the exclusive content is. Worked the same way for the One (and 360), for games like CoD.
