It's not really in publisher's interests to release an inferior version of a game on what are made to be comparable platforms. Many developers worked hard to get the ps3 versions close to xbox 360 performance. It wasn't that the ps3 wasn't capable of that but it was much more difficult to develop for but they didn't want end customers thinking they were getting an inferior version which would put them off buying. So they spent some extra time and money making the ps3 version better.
Obviously it's annoying for ps4 owners to get versions of games that do not exceed xbox one but I think this will change as ps4 dominates this generation more. Now developers are spending much more time on xbox one trying to match ps4 but this will change.
