Ps4 sold well in West because it had the biggest ip in launch Fifa,Call of duty,Assasin Creed the equivalent of those games in Japan are Final Fantasy,Kingdoms Heart and Monster Hunter ps4 in Japan don't have those big ip it's dosn't even have a great quantity of small games.
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
