That's why they develop their own engine, to keep costs down. Do you think the development cost of Unreal Engine 3 should be counted in for every game thay make with it? Of course not, they recover those costs by licensing it to other studios, so I think it is entirely reasonable for them to leave it out. I will give you this though, 10 million does sound pretty low for a game that initially set the bar for current gen graphics.
