It honestly reminds me more of the tales of series, whose battle system is very similar, and I do believe came out before ff11.
Also, you could control all the characters, you just switched to them using the r and l buttons. And, I also liked the gambit system, which allowed my characters to use items and moves that I'd rather not be scrolling around for during a battle. Personally, I enjoyed not having to click attack over and over and over. maybe that's just me though.
Also, in 13, you could decide whether you wanted your teammates to attack on their own or by your input, same as 12. Have you played these games?

There is no option to control the whole party, especially in 13!

I think we disagree on what control is. In ff13 I can set paradigms however I want and it controls what my teammates do. They do what I want them to do, I just don't have to tell them what to do at every step of the game. If I want them to attack normally, I can. If I want them to do high damage stagger attacks, I can make them do that. They don't just do what they want.
And there is even more control in ff12, since gambits are extremely complex.
In both games I've controlled what my characters do at all times. Really don't know what you're tlaking about. Just because I don't have to put inputs in every second doesn't mean I'm not controlling them.
This is especially helpful, as I've always preferred the active time battle system, and always used that battle option in the previous games, because I try to do the inputs as fast as possible. Again, searching for specific spells and items, etc is extremely cumbersome in this type of battle because while I'm searching for the antidote, my enemies are attacking in real time.
