Option 1:
You would probably be better off with a lower processor speed, either an amd 780g or some cheap graphics card than to have a faster CPU. It can also play HD movies with the decoder on board and possibly HDMI if you want a Home theatre type things as well.
Option 2:
If you're doing encoding go QUAD, I can't stress this enough. It would be much better for you. Since I can see you have a tv tuner card. A cheap phenom with a 780g would be really good, as it's the cheapest quad core. Just make sure you get the xx50 models.
