Perhaps they did have some sort of agreement in place for Agent.
But i dont think its in place anymore. Releasing an exclusive in this market is too much of a sacrifice for Rockstar. Every game they make sells at least 10 million. In my opinion, Rockstar would have done everything they could to get out of any exclusive deals...perhaps Sony now has exclusive bundling rights for all GTA games or exchanged Agent for something less grand.
From Sony's point of view, i think they know that Rockstar most probably wont do an exclusive, they would rather break the agreement/contract imo which is possible. So instead of fight it, which might turn ugly and end up backfiring on Sony, rather get what they can out of the deal. The exclusive GTA5 ps3 bundle did really well. And if they have something like that going forward..then at least Sony comes away with something to show from the whole situation.
So yeah i dont think its a matter of "lol we dont feel like making your game anymore" but more along the lines of a mutual understanding that benefits both companies. Had sony paid money for an exclusive game then we would have an exclusive game, the fact that we dont have one is quite telling.
That being said, im all for Sony announcing Agent as a PS4 exclusive
