I understand cross-gen from third-party publishers. The cost of downporting it for last gen (or even upscaling it for next gen if they're doing that) for the amount of sales they're getting, even if not that spectacular, is worth it for the time being while the transition is happening.
I do not understand cross-gen or last-gen only from first party publishers. They should be trying to push hardware more than anything else. They don't gain much by sticking their game exclusively/also on last gen hardware aside from - yes - increased userbase and sales from that. But it's kind of short term gain rather than long term payoff.
I don't understand last-gen only from third party publishers. If they're a small developer - i.e. most Japanese developers; some European ones, then yes I can understand it. But Borderlands The Pre-Sequel? I do not understand that decision at all.
