Watch dogs pourcentage for ps3+xbox360 is over 20% it's not a small pourcentage many person would buy last gen version because they had old version and Watch dogs it's not enough to make them buy an new gen console
PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m
Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
