For me, it is for two reasons: The XB1 version is going to be held back by the 360 version and it won't look as good as it could, and this game could have sold a few XB1s but with it being cross platform, the number of XB1s it could have shifted will be reduced.
I think this was a 360 title that got delayed so they could also bring it to the XB1.
The PS5 Exists.
