These games are years in development, they cant predict how well next gen would of taken off, and there not going to ditch a port they've probably been working on the whole time.
Forza Horizon is more surprising though, because you would of thought MS would of been building the Xone exclusive line up even 2 years ago. Possibly the original just didnt do the numbers on 360 so they wanted to spread the bet as wide as possible for the sequel while they grow the franchise.
