That's often the case in these kinds of games. That's why I always threw in a twist with the rules near the end of the ones I've hosted: Once you're down to the last, say, 10 or so contenders, then it changes to everyone voting for their top 3, and points are applied accordingly (7pts for 1st, 3pts for 2nd, 1pt for 3rd). After everyone who has been playing puts their vote in, the finalists are ranked by their points to determine the winner.
It helps to alleviate the wars that ensue, which get particularly brutal near the end.
