Best bet here is to remove all components except what you need to boot up. see if it starts. if it does then add in each component you removed one at a time until it doesn't start (and identify the part creating the problem).

if it doesn't work at that point try swapping out the remaining parts (cpu, vid card and memory) with others (old, known to work). if it still doesn't work you know it's the mobo.
