It depends on how far along all of this stuff got before it got cut. Was it ever more than art on a page, or did they have assets built that they later decided to cut for some reason?
Hindsight says the game could have been much richer if they had delayed it a bit, to launch alongside Mario Kart Double Dash at the end of 2003.
